They are only selling to government agencies and utility companies.
The average homeowner will never see low cost solar cells unless they buy scratch & dent silicon cells for $2-3 a watt.
I hate companies who make these claims with no intent on making the technology available to the general public.

Actually some people say 15 years, the people that mine it say because of better extracting processes their is enough to sustain us long term. who knows what the truth is but 40 times more silver is mined then indium and its 3 times less abundant on earth.
